Vehicle does not appear to be abandoned. Instead it looks like the car is parked in front of a no parking - loading zone sign next to to several handicapped parking places. Maybe there was no option on this see-click reporting platform to report illegally parked cars impeding the parking for handicap persons cars.

the second comment makes sense. there's no drop-down option to flag or report a vehicle parking wrongly where they shouldn't be adjacent to marked handicap parking spots. The first comment by John French appears highly ill-informed; It's certainly appropriate to report a vehicle to the authorities if the driver is routinely parking where its clearly marked as a temporary loading zone.

As a handicapped person, I have parked in the designated parking spots at least once a week and often more for several years. I have never once been inconvenienced by the car parked behind the loading zone. There is plenty of room for the two handicap spaces plus another car and a truck.
I really hope we will hear no more about this.

To answer a question raised earlier, no, the vehicle is not in the street. It is in a parking lot on private property and should be no concern to folks in the street.

The Federal ADA, North Carolina statutes and Raleigh ordinances do not distinguish between public and private property where designated handicap parking are required by law for the facility or location. Additionally, the “No Parking - Loading Zone” sign was installed for a reason. The handicap parking places are a result of those regulations and there is a required open road surface clearance area for all handicap drivers to approach those spaces unfettered. If a person is temporarily unloading or loading, then that person appears to be complying with the signage and the law; however, if anyone is parking there all day, without a handicap plate or placard, they appear to be in violation. Absent of temporary loading, unloading, or a handicap placard, the persons should be parking in the designated parking lot, away from the handicap parking places; that’s the law.
